Established as a unitary state in 1971, the United Arab Emirates are a federation of absolute hereditary monarchies, according to what is stated in the Constitutional Charter provisionally issued in the year of its foundation and made definitive, after several amendments, in 1996. Also since 1996, the main emirate and capital of the Union is Abu Dhabi, whose emir has held the office of president of the Federation continuously since 1971. The highest federal authority is the Supreme Council which, made up of the seven emirs, each of whom is absolute sovereign of its emirate, elects a president and a vice president from among its members. The President appoints the Prime Minister and the Council of Ministers, in charge of enacting laws and presenting the federal budget, after consulting the Federal National Council (made up of 40 members, of which 20 are elected), the only legislative body. The legal system is based on Islamic law and the death penalty is in effect. The armed forces (army, navy and air force, plus some paramilitary formations, including the Federal Police Force) of the 7 emirates and the country’s national force have been formally united since 1976, even if some emirates have maintained some autonomy. Military service is voluntary. Education in the country is free. Primary school is compulsory, it begins at 6 years of age and lasts for 6 years. Secondary school starts at 12 years of age and ends after 6 years and is divided into two 2-year cycles. Higher education is taught at universities across the country, including Abu Dhabi, but many students choose to pursue undergraduate studies abroad. GEOGRAPHY
The territory faces the Persian Gulf to the N and the Gulf of Oman to the NE, with a coast almost everywhere low and sandy, all scattered with islands; towards the interior, it spreads without precise boundaries towards the Rubʽ al Khali desert. Structurally it rests on a substrate of sedimentary rocks from the Cretaceous (Mesozoic) and Cenozoic periods, deformed into mild anticlines, like the entire eastern edge of the Arabian Peninsula; the rock formations, however, are obliterated by sand covers almost throughout the country, whose monotonous tabular expanses are interrupted only in the short stretch overlooking the Gulf of Oman and near the oasis of Buraimi, on the border with Oman. The rocky layers, however, appear on the seabed in front, which in the Persian Gulf are very low, which explains the presence of the numerous islands; coral reefs are also frequent. Crossed by the Tropic of Cancer, the country has a distinctly arid climate, with high temperatures, strong thermal excursions and very scarce rainfall; there are no rivers.
