Independent since 1993, Eritrea is a Republic. The 1997 Constitution, which provides for an elected head of state and parliament, has not been implemented. Despite the entry into operation of a National Assembly in 1992, all powers, including the judiciary, are concentrated in the hands of the president. The country does not have an organized judicial system. The death penalty is in force, but executions have not taken place since 1989. The defense of Eritrea is entrusted to the army, divided into three traditional weapons. Military service is carried out on a compulsory basis and lasts for 18 months. In the aftermath of independence, many efforts were made in favor of the fight against illiteracy, in fact it went from 80%, with peaks of 95% among women, to 35.8% according to a 2007 estimate. To facilitate access to education, the complete free of charge for studies was sanctioned, from elementary school to university, and the number of schools in the area was tripled. Education is compulsory from 7 to 13 years of age. Primary school starts at 7 and lasts for five years. Secondary school, which begins at 12 and ends after about six years, is divided into two cycles: the first of two years which is part of compulsory education and is preparatory to the second, and another of four years. Higher education is given at the University of Asmara. education is compulsory from 7 to 13 years of age. Primary school starts at 7 and lasts for five years. GEOGRAPHY
The territory includes the Asmara plateau, the northernmost edge of the Ethiopian Highlands, with predominant heights of 2000-2400 m, culminating at 2500 m in Mount Saber and consisting mostly of ancient crystalline rocks; the plateau slopes quite steeply to the E, with a series of buttresses, on a flat coastal selvedge, about twenty kilometers wide, which from Cape Kasr extends for over 1000 km to the Bab al Mandab strait. The coast can be divided into two sections, separated by the typical inlet of Zula: the northern one, oriented from NNW to SSE, is mostly low and uniform; the southern one, with a NW-SE trend, has a very irregular development, with numerous overhangs, among which the most notable is the Buripeninsula, and extends to the S in the Danakil lowland, framed by the Danakil Alps. There are numerous islands along the coast, including the Dahlak archipelago. § The climate, very hot on the coast (in Massawa the average temperature varies from 25 to 35 ° C, while rainfall does not exceed 180 mm per year), takes on transitional characteristics on the slopes, while it becomes temperate-constant on the plateau, where in Asmara (2329 m) the average temperature varies from 15 to 17 ° C and rainfall exceeds 500 mm. The hydrographic network is scarce: the main rivers, which all arise from the plateau, are the Barca (Barka) with the tributary Anseba, the Mereb and the Tacazzé (the latter forms the southwestern border of the region).
