Dominica is a Republic within the British Commonwealth; Legislative power rests with the Unicameral Assembly, which elects the President of the Republic for 5 years, who is the Head of State and exercises executive power with the help of the Prime Minister appointed by him. The legal system in use is based on the British Common Law; the country also recognizes the emanations of the International Court as binding. Justice is administered by the Supreme Court of the Caribbean, based in Saint Lucia. The death penalty is in effect. There is no regular defense force in Dominica, but a police force is active on the territory. Education is free and compulsory for 10 years, between 5 and 15 years of age; primary school starts at 5 years of age and lasts for seven years, middle school starts at 12 and lasts for five years. The island is home to a section of the University of the West Indies. The illiteracy rate in the country is 12% (2004), still a particularly high figure, as in many Caribbean countries.

GEOGRAPHY
The island, of volcanic origin, is mostly mountainous (culminating at 1447 m in the Morne Diablotin), with coasts that descend steeply to the sea. Given the conformation of the territory, the rivers, although numerous, ran very short, frequent jumps and waterfalls. The climate is constantly hot and humid (the annual average is 27 ºC, with slight seasonal variations), however tempered by the breezes.
